Quorum was formed in Singapore in 2017 by a small group of HR practitioners and operations professionals who kept encountering the same problem across their respective organisations: workplace conduct training was either outsourced to expensive specialists, delivered through generic e-learning platforms with no local context, or simply deferred until something went wrong.
The founding team spent two years developing a content framework built specifically for Singapore-based operational teams — drawing on anonymised scenarios from manufacturing, professional services, and logistics environments. The result was a modular structure that could be deployed without disrupting daily operations and without requiring dedicated L&D staff to administer.
Today, Quorum serves companies across Singapore's financial district and industrial zones, offering three distinct programme formats: a self-paced online module for company-wide conduct refreshes, a two-day on-site workshop for compliance and operations teams, and a twelve-month subscription programme for companies that want a steady annual rhythm managed by a dedicated coordinator.
Our mission is straightforward: make structured compliance education accessible to mid-sized organisations that do not have the internal resources to build it themselves. We focus on practical, operational content — the kind that teams can apply in their day-to-day work, not just recall for an assessment.

How We Maintain Programme Quality
Annual Content Review
Every module undergoes a structured review each year. Scenarios are refreshed, terminology is updated, and facilitator guides are revised to reflect current workplace norms in Singapore.
Facilitator Vetting
Workshop facilitators are selected based on prior operational experience in Singapore businesses. All facilitators complete a Quorum induction before leading client sessions.
Data Handling Protocols
Participant data is stored on servers hosted in Singapore. Access is restricted by role, and all client completion records are retained only for the duration agreed at programme start.
Post-Programme Review
Annual programme clients receive a written closing review at month twelve. This documents adoption rates, identifies gaps, and provides a documented set of recommendations for the following year.
Documented Scenarios
All case studies used in workshops are drawn from anonymised real business situations. Each scenario is reviewed for accuracy and neutrality before being included in workshop materials.
Participant Feedback Process
Each workshop includes a structured feedback collection step. Responses are reviewed by the Programme Director and inform the next content review cycle.

Their internal policies exist on paper, but there has been limited structured effort to translate those policies into regular staff education. The compliance calendar, if one exists, tends to be reactive — triggered by incidents rather than maintained as a consistent practice.
Quorum's three programme formats are designed to fit different points on that spectrum. The Workplace Conduct Refresher Module suits companies that need broad staff coverage with minimal administrative effort. The Internal Compliance Process Workshop suits teams that need to rebuild or formalise their internal policy management approach. The Annual Compliance Programme suits companies that want a consistent twelve-month rhythm, maintained by a named coordinator, without the overhead of managing it internally.
Content across all formats is written for a general business audience — not for specialists. The goal is that a procurement team member, a finance operations analyst, or a new HR coordinator can complete the material, understand what is expected of them, and know where to go if something falls outside their ordinary decision-making scope.
